It is gathering them. From our standpoint, it appears as if we have "made" a sheep if the person goes from unbeliever to believer, but, in reality, God knew who and what they were before the conversion took place. And since we don't know, in advance, who the "sheep" are, we treat each person as a sheep, obeying the Lord by extending His loving and merciful offer of salvation. The person, then, in his response, may begin to evidence his sheephood.
I like that observation because it takes the burden off our shoulders. It's His work, not ours. We just take the human steps and He brings them into the fold.
